1) An electoral College are electors who are selected to elect a candidate for office.

2) the electors are based on the state's population. The state who has a greater population have more electoral votes. When a voter votes for a president, the vote goes to one of the presidental electors designated by the candidate in that state. the number of electors for each state equals the number of senators and representatives that the state has in congress.

3) I don't think that there is nothing unfair about it...

1. need certain amount of votes for the 2 house repesentatives
2.there should be 2/3 representation for each state
3.The congress needs time in order to approve the bill to the state
